France is Abandoning Windows in Government Institutions!

France has entered a new phase aimed at reducing the dependence of government institutions on foreign software. On April 8, 2026, the Interministerial Digital Directorate (DINUM) announced that it had switched its computers from Windows to Linux. At the same time, ministries and government agencies were instructed to prepare plans to reduce their dependence on software from outside Europe. The plans are expected to be presented this autumn. The process covers seven key areas: operating systems, collaboration tools, antivirus software, artificial intelligence, databases, virtualization and network equipment.

France has taken steps in this direction before. In 2023, the use of WhatsApp, Signal and Telegram was restricted for ministers. More than 600,000 public servants currently use France’s local Tchap messaging application. France’s main goal is to reduce government institutions’ dependence on foreign technology companies, strengthen data security and accelerate the adoption of European technologies. The next stage is expected to involve broader use of open-source and European digital solutions. The changes are planned to be implemented gradually, with the process expected to be completed within three years.
