EU Countries Agree to Centralise Financial Market Supervision

European Union (EU) member states have reached an agreement to strengthen financial market supervision and expand the powers of the European Securities and Markets Authority (ESMA).

The package, agreed at a meeting of finance ministers in Luxembourg, aims to facilitate cross-border investment, improve companies’ access to financial resources and further integrate the EU’s capital markets.

Under the initiative, ESMA’s direct supervisory powers over major trading venues, clearing and settlement infrastructures, as well as crypto-asset service providers, are expected to be expanded.

The reforms are expected to reduce differences in supervisory practices and enforcement among national authorities, helping to prevent fragmentation in financial markets. The package also provides for the establishment of an independent executive board within ESMA and the development of a unified operational framework for market participants.

However, questions remain over the possibility that some trading platforms may be exempt from direct European supervision.

Dutch Finance Minister Eelco Heinen described the agreement as an important step towards developing the EU’s capital markets.

The reforms form part of efforts to establish a Savings and Investments Union, which aims to channel savings into investment. The more integrated capital markets are expected to reduce companies’ financing costs, expand investors’ range of options and strengthen investment flows into the EU economy.
